As you plan your next vacation, the last thing you want to worry about is travel medical insurance. But a trip to the emergency room while on holiday, or even a visit to a doctor’s office can be expensive.

Even so, a poll conducted by Ipsos Reid on behalf of RBC Insurance, found that nearly half (44 per cent) of Canadians aged 18 to 34 who have traveled to the United States in the last two years didn’t buy insurance.

They’re taking a huge gamble. Here are some things to consider:

1. Annual travel insurance. Even if you travel just a few times each year, consider buying a 12-month policy instead of coverage for each trip. This can be a huge money saver.

2. Multi-policy discount. Get a quote from the insurance company where you buy home and car insurance. If you bundle your policies, you will probably be eligible for substantial savings.

3. Disclose adventure traveling. Some policies require you to purchase extra insurance for risky activities such as mountaineering, bungee jumping, and skiing. Make sure to disclose lower risk activities as well, such as caving and boat tours. It’s better to be safe than sorry in a situation where you have to make a claim, only to find that you’re not covered.

4. Do your research. When you book vacations online or through a travel agency, you are always offered the opportunity to buy their travel insurance. Make sure to do your research, because while it might be convenient, it’s almost never the best deal. Take some time to check around and compare rates.

5. Disclose pre-existing medical conditions. We’ve all read the horror stories about people who forget or decide not to declare all medical conditions when purchasing travel insurance. It can turn into a nightmare, so make sure you disclose everything, even if you don’t think it’s important – and make sure to get everything in writing.

Even if you already have travel insurance under an employee benefits plan, it’s a good idea to check your coverage carefully. Not all policies will cover out-of-country travel, and might not cover your spouse or dependents.

Whether you’re planning a month-long trip to Africa, or simply crossing the U.S. border for some shopping, having coverage under a travel medical insurance policy is an essential part of every trip.

Even though he’s on vacation in the Philippines this holiday season, it doesn’t mean Rolfo “Julius” Dogillo doesn’t have to undergo regular dialysis treatments.

The 15-year-old suffers from end-stage renal disease and malignant hypertension.

Dogillo is in the Philippines this week because of Make-A-Wish Foundation of Guam and TakeCare Insurance Company. Last week TakeCare donated $7,500 to fund a trip for Dogillo and his family to the Philippines so he could visit his father, grandparents, cousins and other family members. He is accompanied on the trip by his mother and four younger siblings.

After officials with The Medical City, which is a tertiary care hospital in the Philippines, found out about Dogillo and his trip, they decided to fund his dialysis treatments this week, according to Margaret Bengzon, head of the strategic services group for The Medical City.

Bengzon, who is also Guam Healthcare Development’s chief executive officer and president, said Dogillo is to undergo four treatments while he’s in the Philippines this week.

The Medical City also hosted a small party for Dogillo and his family yesterday.

“We will be looking for other opportunities to connect with and engage with the community,” Bengzon said of Guam.
Thankful

Dogillo said he has been having a lot of fun since arriving in the Philippines on Monday. He’s thankful his wish was granted.

“I’m very happy because they granted my wish, and they gave me a very happy Christmas,” he said while taking a break from yesterday’s party. “I’m very, very happy today because I got the party and my grandma and my relatives are here at the party.”

Dogillo’s mother, Shirly Doctor, yesterday said she was very happy because her son was happy. She said she had met and spoke with Bengzon about the treatment.

“I thanked her for shouldering the cost of Julius’ dialysis,” she said in Tagalog, which was translated by Anne Ruth P. Dela Cruz, corporate communications manager with The Medical City.

The Medical City also has other ties to Guam as its playing a key role in the creation of Guam Regional Medical City, which is to be a privately owned and managed hospital. Guam Regional Medical City is owned by Guam Healthcare Development Inc. and its primary investor is the parent company that owns a Philippine tertiary care hospital, The Medical City, which is accredited by the U.S. Joint Commission.

“Even before we open our doors, we’re really looking to become part of the Guam community,” Bengzon said.

The question and description often arises in terms of medical insurance and medical insurance coverage of “pre-existing illness”.

Specifically medical insurance coverage may not cover or include “pre-existing illnesses or pre-existing conditions”. What does this mean and what are the implications as well – both to you, your family and loved ones – and as well to your abilities to be insured and as well covered for treatment by your medical insurance plan ?

In a nutshell what this means is that if you had the illness previously – or even if was suggested in a medical diagnosis and you did not disclose or detail this on your submission and application for medical benefits coverage – then the insurance company has every right not to provide coverage. It is the patient’s and insured policy holder’s responsibility not the insurance company.

It is a similar case and situation to a person who has a heart condition – wishes and plans a trip for a wedding to Baltimore in the US – and proceeds either to not tell or disclose her pre-existing heart disease – having had a history of cardiac trouble with documented heart attacks and treatment by a recognized cardiologist . That person, patient , may of gotten away taking the chance before and simply thinks that “they will get away with it again” – that the chance of a cardiac attack or cardiac illness returning or being an issue or problem on a simple family wedding trip are slight if not unlikely. Most likely – they “got away” with it before – its a simple chance of low probability. Its all worth the risk.

The problem is that the insurer in this case ( the travel medical insurance coverage) , can easily dispute the claim – based on the well documented fact – with background medical documentation and records , that the illness – in this case – documented cardiac illness – had occured previous to purchasing the policy. The claim can simply and legally correctly be denied. The insured will be out of pocket themselves. No amount of protestations or twisting of facts will change the case and situation. It is a simple as that. It is the responsibility of the insured to disclose the facts – not the responsibility of the company to discover hidden or undisclosed facts and medical history and histories. Clerks and agents cannot be held liabile as well. On making and completing the insurance coverage application for the policy itself and requests for benefts and coverage various legal forms are signed by the applicant. It is the responsibility of the applicant for medical insurance coverage to disclose all. Simple as that. Otherwise the insurance company can deny claims. Simple as that. On top of that an insurance company that has been provided false , misleading or fraudulent information – has the responsibility to file this information to its industry sources – alerting the industry of this history – making it more difficult if not more expensive and maybe not possible for the insured to obtain medical insurance coverage from other insurance carriers.

What is interesting to note is that even the medical insurance industry has now stepped into the act of evaluation , promotion and use of medical tourism both as a cost saving and queue shortening procedure..
Some will say that the basic tactic and reputation of insurance companies is to gladly accept insurance premiums while trying to shirk or avoid payouts. While this is not true, it is true that as if with any business profitability is key. Thus any cost savings or reductions are highly powered for any insurance provider or company due to its very powerful effect on the bottom line. Any cost savings are money earned for the firm. The one major concern to medical insurance providers who utilize medical tourism in an effort to save costs is prevention of any additional costs – whether it is for additional therapy when the patient returns home and has problems, or even of lawsuits. For patients themselves it can be a nightmare. The foreign medical care may be protected first by actual geographic and cost logistics, their legal and / or medical system and the costs of conducting legal actions in the far away foreign country. As a result the first actions of unhappy or ill treated medical tourists who have been sent for far away medical care by their health care insurance company is to seek redress from their insurance provider.
As a result health care insurance companies have shied away from using medical tourism and medical tourist facilities – at least until the cost structure more than justified it.
